Controller &1 can not be varied on or off.

Message Long Text :

Cause . . . . . : If trying to vary off, then all of the attached devices are not varied off. If trying to vary on, then the line that the controller is attached to is not varied on.
Recovery . . . : Do one of the following:
--Use the Vary Configuration (VRYCFG) command with *NET as the value for the RANGE parameter to vary off the controller and all attached devices.
--Use the VRYCFG command with *NET as the value for the RANGE parameter to vary on the line and all attached controllers and devices.
--To vary on only controller &1, first use the VRYCFG command with *OBJ as the value for the RANGE parameter to vary on the line, then use the VRYCFG command with *OBJ as the value for the RANGE parameter to vary on controller &1.
