Flow control must be on to specify XOFF character.

Message Long Text :

Cause . . . . . : A value for XOFF character (XOFFCHAR parameter) can only be specified if the value specified for flow control (FLOWCNTL parameter) is *YES.
Recovery . . . : Remove the XOFF character value or specify *YES for flow control. Then try the command again.
