Controller &24 vary failed. No recovery attempted.

Cause . . . . . : Controller vary failed. Reason code is &1. Reason codes have these meanings:
--00000003: An ISDN configuration is already varied on using &26 and an attempt is being made to vary on another type of communications function. The requested communications function cannot be run while ISDN is active for this IOP.
--CC1000005 This could mean that the controller: - is inoperable. - is already in use. - is a different type than what was configured.
Recovery . . . :
--00000003: When the ISDN configuration is varied off, try the request again.
For all other reason codes there is no recovery. Report the problem (ANZPRB command).
