Remote BSCEL not valid with blocking type.

Message Long Text :

Cause . . . . . : A value of *YES cannot be specified for the remote Binary Synchronous Communications Equivalency Link (RMTBSCEL parameter) when a value of *USER is specified for the blocking type (BLOCK parameter).
Recovery . . . : Either change the blocking type to a value other than *USER, or change the remote BSCEL value to *NO. Then try the request again.
