Controller cannot be changed with current control owner value.

Message Long Text :

Cause . . . . . : The value of the control owner (CTLOWN) parameter is *SYS. This value allows the controller description to be changed only by system programs.
Recovery . . . : Change the control owner to *USER, then make the required changes.
Note: The control owner value cannot be changed from *USER to *SYS. Ensure that the changes to the controller description are required before changing the control owner to *USER.
