PTF &2 not eligible for operation. Reason code &4.

Message Long Text :

Cause . . . . . : You attempted to apply or remove program temporary fix (PTF) &1-&2 &3, or you attempted to cancel the delayed apply or delayed remove of PTF &1-&2 &3. However, the PTF does not have the correct status to complete the operation.
Following are the reason codes and their meaning:
01 -- The PTF is waiting for a required PTF to be applied.
02 -- The PTF is set to temporarily apply at the next IPL.
03 -- The PTF is set to permanently remove at the next IPL.
04 -- The PTF is temporarily applied.
05 -- The PTF is permanently applied.
06 -- The PTF is permanently removed.
99 -- An unexpected error occurred.
Recovery . . . : Do one of the following and then try the request again:
-- Remove PTF &1-&2 &3 from the command.
-- Specify PTF &1-&2 &3 on the OMIT parameter of the command.
-- Perform an IPL to set the PTF to the correct status.
