PTF exit program &1 cannot be included.

Message Long Text :

Cause . . . . . : You attempted to create a PTF that indicates program &1 is a permanent object for the product. However, the PTF you are creating also specifies &1 as a PTF exit program. The PTF exit program has a run option that requires it to be a temporary object for the product. The PTF exit program cannot be included in the same PTF as the permanent object.
Recovery . . . : Do one of the following:
-- Separate the program object and specification of the PTF exit program into different PTFs.
-- Include the PTF exit program as a temporary object.
-- Indicate a run option of *APPLY for the PTF exit program.
