Message Long Text :

Cause . . . . . : &1 &2 is journaled to journal &3 in library &4, which has a journal state of *INACTIVE. An object cannot be restored when its journal is *INACTIVE.
Recovery . . . : Activate the journal using either the Change Journal (CHGJRN) command with JRNSTATE(*ACTIVE) specified or the Change Journal State (QjoChangeJournalState) API. Then try the request again.
