RLS(*ONLY) cannot be specified for *LNG objects for NLV &3.

Message Long Text :

Cause . . . . . : Multiple releases of language objects for National Language Version (NLV) &3 are installed for product &1 option &2.
Recovery . . . : Use the Display Software Resource (DSPSFWRSC) command to determine the version release modification levels that are installed. Specify a specific version release modification level for the RLS parameter, and then try the request again.
