Library &19 cannot be specified for language library.

Message Long Text :

Cause . . . . . : Release &11 for product &1 option &2 already exists in library &6.
Recovery . . . : Do one of the following, and then try the request again:
-- To replace release &11 with release &4, use the Restore Licensed Program (RSTLICPGM) command to restore release &4 specifying &11 for the REPLACERLS parameter and *SAME for the LNGLIB parameter.
-- To restore release &4 of NLV &3 without replacing release &11, use the RSTLICPGM command to restore release &4 specifying *NO for the REPLACERLS parameter and a library other than &19 for the LNGLIB parameter.
