Value for MSGL attribute on PANEL tag not 1-4.

Cause . . . . . : The value for the MSGL attribute on the PANEL tag must be in the range of 1-4. A different value is specified.
Recovery . . . : Specify a value in the range of 1-4 for the MSGL attribute on the PANEL tag, or remove the attribute entirely to use the default value of 1. Then try the request again.
