&1 attribute on &2 tag ignored when NONE value specified for BIDI attribute on PNLGRP tag.

Cause . . . . . : The &1 attribute on the &2 tag is ignored because the NONE value is specified for the BIDI attribute on the PNLGRP tag.
Recovery . . . : Change the value of the BIDI attribute on the PNLGRP tag so the &1 attribute on the &2 tag will not be ignored, or remove the &1 attribute on the &2 tag entirely.
