ALWLIBUPD parameter cannot be *YES when ALWUPD parameter is *NO.

Cause . . . . . : The ALWUPD parameter is *NO, which means this program or service program cannot updated. However, the ALWLIBUPD parameter was set to *YES.
Recovery . . . : Do either of the following, and issue the command again:
- Specify ALWLIBUPD *NO.
- Change the ALWUPD parameter to *YES.
