Removing observability of creation data not valid for unbound programs.

Cause . . . . . : RMVOBS(*CRTDTA) was specified on the CHGPGM command line when unbound program &1 in library &2 was specified. Creation data cannot be removed from unbound programs. This parameter is ignored, and RMVOBS(*SAME) is assumed.
Recovery . . . : The CHGPGM command continues.
