Cause . . . . . : The indicated file cannot be referenced because you do not have authority to use the file.
Recovery . . . : Do one of the following, and then try the request again.
-- Change the file name on the REF or REFFLD keyword to a file to which you are authorized.
-- Get the necessary authorization from either the system security officer or the owner of the object.
