Data in file &1 in &2 not valid for creating symbol set.

Message Long Text :

Cause . . . . . : The data in the file or member cannot be used to create a symbol set. The reason code is &3. The reason codes and their meanings are:
-- 01 A length field contained in the input data for the symbol set is not valid.
-- 02 The type field contained in the input data for the symbol set is not valid or is not supported.
-- 03 The file or member specified as input to the command contains no data.
-- 04 The record length of the input file for the symbol set is less than 80 or greater than 400.
-- 05 The format field in the input data for the symbol set indicates a format that is not supported.
Recovery . . . : Verify that the names of the input file, library, and member are correct as specified on the command, and that there are no overrides in effect that cause a different file or member to be used.
