RMTLOCNAME must be *ALL when RMTNETID is *ALL.

Message Long Text :

Cause . . . . . : Remote network identifier (RMTNETID) was *ALL, and remote location (RMTLOCNAME) was not *ALL.
Recovery . . . : Change either the RMTNETID parameter to another value, or change the RMTLOCNAME parameter to *ALL. Then try the request again.
