NWI and NWIDLCI must be *NONE.

Message Long Text :

Cause . . . . . : The attached nonswitched NWI (NWI parameter) and DLC identifier (NWIDLCI parameter) must both be *NONE when the resource name (RSRCNAME parameter) is a value other than *NWID. The NWI and NWIDLCI parameters are used only when the line is attached to a frame relay network interface description.
Recovery . . . : Specify *NONE for both the attached nonswitched NWI and DLC identifier. Then try the request again.
Technical description . . . . . . . . : When the resource name parameter is specified as *NWID, the line being configured is attached to a frame relay network interface. The NWI parameter specifies the name of the frame relay network interface being used. And, the NWIDLCI parameter specifies the data link connection identifier being used on the frame relay network interface. But, when the resource name is an actual resource, no frame relay network interface is used. Therefore, the NWI and NWIDLCI parameters must be set to *NONE.
