Attached controller must be varied off.

Message Long Text :

Cause . . . . . : The location address (LOCADR parameter) of device &1 can only be changed when its attached controller is in a VARIED OFF state.
Recovery . . . : Determine the controller that is attached to device &1 (WRKCFGSTS command). Vary off (VRYCFG command) the controller or remove the value specified for the location address. Then try the request again.
