User not allowed to change security of document &1.

Message Long Text :

Cause . . . . . : A change security request was made for document &1 in folder &2, however, the user making the request does not have the authority to do this function. When the folder name is *NONE, then the document name is the system object name of a document not in a folder.
Recovery . . . : To change the security of a document, one of the following conditions must be met: the user making the request must be the owner of the document, the user must have *ALL authority to the document, the user must be allowed to work on behalf of the document owner or someone with *ALL authority to the document. If the document is to be changed on behalf of someone who has authority to make the change then the document must have a security level that allows this access.
