A document library object marked private cannot also be marked as available to the public.

Cause . . . . . : The request to change those allowed to use the document library object is not allowed for one of the following reasons:
1. This is a request to allow the public to use the document library object but the document library object is marked as private.
2. This is a request to mark the document library object as private but the public is allowed to use the document library object.
Recovery . . . : If you are storing a new document library object, change the authority values on the store request to allow either public or private to be specified (but not both), and try the request again.
If you are changing the authority to a document library object which was previously stored, change the public or the private attribute of the stored document library object and try the request again. The public is allowed to use the document library object by giving the special access code 0 to the document library object or by explicitly assigning *PUBLIC to an authority level not equal to *EXCLUDE.
