System name of *ERROR not allowed with user ID.

Message Long Text :

Cause . . . . . : You specified the special value of *ERROR for the system name for a user ID other than *ANY. A system name of *ERROR is only allowed when the user ID is *ANY.
Recovery . . . : Specify a different system name, or when adding an entry specify *ANY for the user ID. Then, try the request again.
