Get operation without positioning requires update option.

Message Long Text :

Cause . . . . . : No change of file position was requested in a get by key operation or a get by record number operation, and there was no request that the record be locked for update. The Distributed Data Management (DDM) target system requires these options be requested together.
Recovery . . . : Change the option list, and then try the request again.
