Get operation by record number without positioning must be relative to start.

Message Long Text :

Cause . . . . . : A GET by record number operation requested no change of current file position but did not specify a record number relative to the start of the file. The Distributed Data Management (DDM) target requires that the record number must be relative to the start of the file when no change of position is requested using the NO position option in the OPTLIST of a GETD request.
Recovery . . . : Change the option list, and then try the request again.
