RMTLOCNAME(*DEVD *IP) is not valid.

Message Long Text :

Cause . . . . . : When the remote location type is *IP (TCP/IP), *DEVD cannot be specified for the remote location name.
Recovery . . . : In the RMTLOCNAME parameter, either specify a remote location type of *SNA, instead of *IP, or specify a valid TCP/IP IPv4 or IPv6 address or host domain name, instead of *DEVD.
Technical description . . . . . . . . : Specifying *DEVD for the remote location name indicates that the remote location defined in the APPC device description (DEV parameter) is used. When the remote location type is *IP (TCP/IP), there is no APPC device description. In this case, specifying *DEVD is not valid because it does not provide a remote location.
