Controller &1 has maximum number of devices.

Message Long Text :

Cause . . . . . : The device cannot be added to the controller because the controller already has the maximum number of devices allowed.
Recovery . . . : Add the device to another controller, or remove a device from this controller and then add the new device.
Technical description . . . . . . . . : Each controller has a limit to the number of devices it can support. The 5294 controller has a limit of 8 devices. The 5394 model 1 controller has a limit of 21 devices. The 5394 model 2 controller has a limit of 21 devices. The 3174 model 0 controller has a limit of 253 devices. The 3274 model 0 controller has a limit of 253 devices.
