Specified create object auditing value is not correct.

Message Long Text :

Cause . . . . . : File &1 not created. The create object auditing value &3 specified for file &1 does not match the current create object auditing value &4 for library &2. Since files do not support a create object auditing value for members, if a create object auditing value is specified, it must match the create object auditing value of the library into which the file is being created.
If *NOTAVL is displayed for the file or library create object auditing values, then the user does not have audit (*AUDIT) special authority which is required to display the auditing values.
Recovery . . . : Change the create auditing value and try the request again.
