User does not have the correct authority to enable user &1.

Message Long Text :

Cause . . . . . : User must have *OBJMGT and *USE authority to user profile &1 to enable the user.
Recovery . . . : After completing one of the following recommended recovery actions call the API again.
- Give the user *OBJMGT and *USE authority to user profile &1 using the Edit Object Authority (EDTOBJAUT) command.
- Use a user profile which has the correct authority to user profile &1.
