ENDIPX failed, QIPX job is in process of starting.

Message Long Text :

Cause . . . . . : The QIPX job &1/&2/&3 has not completed the startup process. The End IPX (ENDIPX) CL command cannot be issued at this time.
Recovery . . . : Wait until the QIPX job has completed starting, and then try the request again.
