Operation not allowed for program &1 in library &2.

Message Long Text :

Cause . . . . . : You requested to store information in or retrieve information from the associated space of program &1 in library &2. That operation is not allowed on this program. The reason code is &3. The reason codes and their meanings are:
1 -- The program is not an original program model (OPM) program.
2 -- The program is not user state.
3 -- The program is not user domain.
4 -- The associated space is being used for other data.
Recovery . . . : Specify an OPM, user state, user domain program object that was created by the Create Program API without *DBGSRC, and try the request again.
