Operation not performed for file name &1 in &2.

Message Long Text :

Cause . . . . . : File name &1 in &2 is already used in an authority holder. This name cannot be used as the name of a device file, since only program-described data base files can be used in an authority holder.
Recovery . . . : Do one of the following, and then try the command again.
Change either the file name or the library name.
Delete the authority holder (DLTAUTHLR command) with the specified file name.
