CL program &1 in &2 cannot be created for previous release.

Message Long Text :

Cause . . . . . : Program &1 was not created in library &2 because of errors in compiling. See messages in the control language (CL) compiler listing and any previously listed messages in the job log. Note - The CL program may contain commands, command parameters, or command parameter values which are not supported on the previous release.
Recovery . . . : Correct the errors, then try the CRTCLPGM command again. For information about commands and help in correcting errors, refer to the previous release version of the Control Language (CL) Reference Manual. For information on compiling, refer to the section 'Compiling for a Previous Release' in the Control Language (CL) Programmer's Guide.
