RCLSTG not run.

Message Long Text :

Cause . . . . . : The Reclaim Storage (RCLSTG) command was not run because the format of data area QWCRSTDCMD in library QSYS is not correct or the data area is not owned by QSYS. The data area must have:
-- Positions 1 - 10 *IPL
-- Positions 12 - 21 RCLSTG
The data area may optionally have RCLSTG parameters in positions 23 - 2000.
Recovery . . . : Either change the data area using the Change Data Area (CHGDTAARA) command or transfer the ownership of the data area to QSYS with the Change Object Owner (CHGOBJOWN) command.
