Cause . . . . . : You either tried to change or end a collection that you have not previously started, or you called the List Performance Data API (QPMLPFRD) when you had no collections started.
Recovery . . . : Call the Work with Collector API (QPMWKCOL) with a request type of *START for the resource you want. Then try your request again.
