Cause . . . . . : ARM support is shipped in a disabled state. It could also have been disabled by using QpmwChgState() API.
Recovery . . . : Use QpmwChgState() API to enable ARM support. QpmwChgState() API is documented in IBM Systems Software Information Center website.
