Subsystem &1 cannot allocate work station &2.

Message Long Text :

Cause . . . . . : The work station will be allocated by the subsystem when available. The work station is allocated to either another subsystem, a user job, or the system arbiter. If the work station is allocated to the system arbiter, it is not available unless it is varied on and is able to respond to the machine. The most frequent reasons for no response are: 1) The work station is powered off. 2) The connection to the work station is broken. 3) The address switches on the work station were altered.
Recovery . . . : Use the Work with Object Locks (WRKOBJLCK) command or the Display Device Description (DSPDEVD) command to determine which job has the work station device description (*DEVD) allocated. If the work station is allocated to the system arbiter, start problem analysis using the Analyze Problem (ANZPRB) command for a hardware problem with the work station device.
