Subsystem &1 cannot allocate communications device &2.

Message Long Text :

Cause . . . . . : Subsystem &1 cannot allocate communications device &2 or, if the device is an APPC device, cannot allocate mode &3. The device belongs to remote location &4. The device or mode is either allocated to another subsystem, is in an error condition, or the device status is vary on pending. The subsystem will start without the device or mode.
Recovery . . . : If the device or mode is allocated to another subsystem, it will be allocated when that subsystem ends. The subsystem that has allocated this device can be displayed with the DSPDEVD command. If the status of the device (WRKCFGSTS command) is vary on pending, no recovery action is necessary. If the device status is not vary on pending, then vary the device off and then on again (VRYCFG command).
