Transfer to secondary interactive job not valid.

Message Long Text :

Cause . . . . . : The creation of a second job is not allowed at this time because the controlling subsystem is in the restricted condition.
Recovery . . . : If a second job is required, start the controlling subsystem (STRSBS command). When the controlling subsystem has been started, run the TFRSECJOB command again.
