Display Active Prestart Job command is not currently allowed.

Cause . . . . . : The Display Active Prestart Job (DSPACTPJ) command is not currently allowed for reason &4. See reason &4 shown below:
1 - The prestart jobs for program &1 in library &2 in subsystem &3 are not active.
2 - The prestart jobs for program &1 in library &2 in subsystem &3 are ending.
3 - Subsystem &3 is not active.
4 - Subsystem &3 is ending.
5 - Subsystem &3 is in the restricted condition.
