System subsystem &1 not started.

Message Long Text :

Cause . . . . . : The attempt to start the system subsystem &1 failed. Some system functions may not work.
Recovery . . . : If this occurs during initial program load (IPL), use the Display Job Log (DSPJOBLOG) command to display the SCPF job log for more information on why the system subsystem did not start. If this occurred as a result of using Start Subsystem (STRSBS) to start a subsystem while in restricted state, display the job log for the job that executed the STRSBS command for more information on why the system subsystem did not start. Use the Start Subsystem(STRSBS) command to start the system subsystem.
