Cause . . . . . : You do not have the authority level you need to place the program in debug mode. You must have (*EXECUTE) authority to the library. You must have either (*CHANGE) authority to the program, or (*USE) authority to the program if your job has (*SERVICE) authority to place it in debug mode.
If the program is a system state program, you must have (*SERVICE) authority to place it in debug mode.
Recovery . . . : Make sure the name of the library and program are correct. Obtain authority to the program from your security officer or the program owner. Then, try the command again.
Technical description . . . . . . . . : The authority required to debug a program cannot be adopted from a higher-level program call. You must have (*CHANGE) authority to the program, or (*USE) authority if your job has (*SERVICE) authority. In determining if the user is authorized to the program, checking is first done from the user profile, then from the group profile and, finally, the public authority. Once the proper authority is determined, no more authority checking is done. For example, if authority was found to the program in the user profile, then authority checking is not done from the group profile or public authority for the program. Therefore, in this case if the user profile does not have (*CHANGE) authority to the program, the user will not be authorized to debug the program.
System state programs can only be debugged by a user that has (*SERVICE) authority.
