Numeric value not correct for character string variable &3.

Message Long Text :

Cause . . . . . : Character string variable &3 in program &1 cannot be assigned a numeric value. A numeric value was specified to change a character string variable.
Recovery . . . : Use the VALUE parameter to specify a valid character string or use the PGMVAR parameter to change the variable name or the PGM parameter to specify a numeric program variable. Then, try the command again.
Technical description . . . . . . . . : For a character variable, the value must be enclosed in apostrophes if it contains all numeric digit characters or any special characters, or the value may be specified as a hexadecimal string.
