Program &1 not activated for variable &3.

Message Long Text :

Cause . . . . . : The specified variable, basing pointer, or subscripts cannot be processed unless the program is activated. The variable is &3.
Recovery . . . : Use the ADR, PGMVAR, PTR, or REFPGM parameter to specify a correct variable name, and the PGM parameter to specify a correct program name. Then try the command again when the program is activated.
Technical description . . . . . . . . : You can process variables that only require machine interface (MI) static storage even if the program is not called, as long as the program is activated.
