Cannot send command to remote DCE.

Message Long Text :

Cause . . . . . : Line &3 is a two-wire line and the carrier detect signal was active during the Link Problem Determination Aid-2 (LPDA-2) command request. The local DCE could not send the LPDA-2 command to the remote DCE.
Recovery . . . : Try the Run Link Problem Determination Aid-2 (RUNLPDA) command at a later time.
Technical description . . . . . . . . : The sense byte error code is &1.
