Cannot allocate library &1.

Message Long Text :

Cause . . . . . : Library &1 is currently in use by another job.
Recovery . . . : Determine which process has library &1 locked (WRKOBJLCK command) and end that job (ENDJOB command), or wait until it no longer holds the lock on library &1. All locks on library &1 must be released before you try the request again. Then, do one of the following and try the request again.
-- If the process that holds the lock is QSYSARB, check the system values QSYSLIBL and QUSRLIBL (DSPSYSVAL command) for the library that is locked.
-- If library &1 is in the system value QUSRLIBL, you may remove library &1 from system value QUSRLIBL using the Change System Value command (CHGSYSVAL command). This will remove the lock held by the QSYSARB process.
-- If library &1 is in the system value QSYSLIBL, you may remove library &1 from system value QSYSLIBL using the Change System Value command (CHGSYSVAL command). After library &1 is removed from the QSYSLIBL system value, do an initial program load (IPL) of the system to remove the lock held by the QSYSARB process.
