Creation of authority holder in &2 not allowed.

Message Long Text :

Cause . . . . . : Authority holder &1 in library &2 cannot be created because the Rename Object (RNMOBJ) command is being used to rename library &3 to library name &4. The rename operation is either currently being used or was interrupted.
Recovery . . . : If the rename operation was interrupted, either try to rename the library &3 to library name &4 again or do an IPL of the system which will complete the rename object operation. Then try the Create Authority Holder (CRTAUTHLR) command again.
