Rename of library &2 not complete.

Message Long Text :

Cause . . . . . : A previous rename of library &1 to new name &2 did not complete successfully. The rename of library &1 to &2 must be complete before a rename of library &2 to a new name can be done.
Recovery . . . : An IPL of the system must be done to complete the rename processing of library &1 to library &2. Library &2 can be renamed after the IPL is complete.
