Last used date for &1 in &2 type *FILE cannot be changed.

Message Long Text :

Cause . . . . . : The last used date for the file cannot be changed because the database file has no members. The last used date for a database file is the last used date of the file member with the most current last used date.
Recovery . . . : Change the last used date only for database files that have members.
