Cannot set password to expired when password is *NONE.

Message Long Text :

Cause . . . . . : When the user profile's password is *NONE or the password is not being managed locally (LCLPWDMGT(*NO)), the password may not be set to expired.
Recovery . . . : Enter a password value other than *NONE, change the local password management parameter to *YES, or change the set password to expired parameter to *NO and try the command again.
