Initial menu value cannot be changed.

Message Long Text :

Cause . . . . . : The limit capabilities (LMTCPB) parameter value is *YES. The initial menu can only be changed by using the change profile (CHGPRF) command when the LMTCPB value is *NO or *PARTIAL.
Recovery . . . : Have the security officer change the user profile (CHGUSRPRF command).
